As with nearly all businesses, they are trying to keep costs down. This is always accomplished by getting by with the minimal number of employees. Of course, wait times are increased.

This is when patience is a virtue. In the old days I did not have any. Now is a different story.

Getting upset or ranting (as many like to do here) gets nothing accomplished, except for high BP and ulcers.

Why not give your business to someone else. If they can't take time to help you, then they have too many customers. By moving on both sides win.
