I don't know how MS has determined who gets the emails or when, but many of us who use the Live Mail client have received the email. From what I've read, you should be OK with Outlook (there are some specific instructions on the MS web site on things to do for versions of Outlook older than v.2016). If you're running Windows 10, I've found the built-in apps to be not too objectionable...
