Doubtful. If you put 100% bleach in the tank, I'd venture there wouldn't be a single organism living or dead that would be a threat to health.
The reaction of bleach and water on organic organisms is a three-fpld reaction and part of it takes time. That is why we let the bleach sit inside the tank and pipes.
I see different recipes on this Forum for using bleach to disinfect tanks and I'd suggest to pick a good source like the CDC, USDA. or a respected University study to be an owner's guideline.
