Having gotten into some genuine ADA arguments in the past. I think that can be argued.. But not today, and not by me.
To the O/P.. I know many parks where by the definations of the ADA all the sites are "ADA Compliant" All flat land, no stairs, no steep inclines, and if there is a building that has stair access then there is a proper wheelchair ramp .. In fact that describes the CG where I am now.. it is 100% compliant... Would be kind of hard to make it otherwise since nature landscaped it.
ON the other hand the COE park I often stay at in March and April has lots and lots of sites with steps. And no ramps around them. (It also has nice flat sites)
