Been camping since I was a kid...haven't flushed the black tank yet.
As long as you use a decent amount of water and let it fill at least 3/4 full before dumping, there is no need (If you are just weekend camping, add some extra water before going to the dump station if you are only 1/4 full).
You aren't going to eat or drink out of the tank, so who cares if there is a scum line on the sides. Where you get issues is if you only have an inch of water in the bottom and drain it. There isn't enough water flow to carry the solids out and they can dry out, solidify and build up if you do it repeatedly. After a few years, you can wind up with a pyramid of poo that blocks the toilet.
Use plenty of water and let the tank be mostly full before dumping.
