Yes they do. I run a shipping dock. Every now and then, we'll get a truck that brought produce, especially fruit, out of California. If one of the pallets gets damaged, it won't be accepted by the customer. The driver then needs to get rid of it. One offered everybody in the office all the Strawberries they wanted. A couple of thousand pounds of them. We had people coming out of the main office and even the production line for free Strawberries. We cleaned him out. The reason for that is California won't allow produce from other states into the state. It's partially protectionism but mostly to keep invasive species out. 
I think Australia has similar programs in place to for coast to coast travellers.
