Therein lies your problem......
Due to lack of available water you are NOT using enough water when flushing toilet, when dumping tank & rinsing/flushing after dumping.

When flushing solids...toilet bowl needs to be filled
When dumping tank.....level needs to be almost full (the volume/weight of liquids carries the solids out)
Water needs to be added back into tank after dumping...so tank bottom stays wet (harder for stuff to sick--dry out and pile up)

You have a poop pyramid right at the toilet dump line into tank.
You will need to break that pile up (heavy spray from water nozzle/wand, stick, awning rod etc. and heavily flush tank.

Gauges are notoriously "wrong" in their readings. If you see what you said you see, you tanks needs good cleaning. If you can run a hose inside the camper door to the toilet and "flush it out" with water pressure that may help. Remember to always leave the black tank drain valve closed until you are ready to dump. Use plenty of water with each flush and never let your tank sit "dry". Always keep a few gallons of water in the black tank. Good luck with the cleaning.

First never believe the lying gauge..What you probably have is a black pyramid. That's where you have a literal pile of poo built up under the toilet opening. Some say dump a large bag or two of ice into the toilet and drive around. Others will tell you to take a water hose and shove it into the toilet with the water going full. The pressure of the water coupled with the hose nozzle will break the pile up then dump as normal.
It is caused by not using enough water when flushing the toilet. We always use about 2 or 3 toilet full of water to ensure enough water.
