At the very least, it sounds as though the tow package has a beefier hitch. There may be other upgrades as well; commonly things like a transmission cooler (for automatics), wiring for a brake controller, etc. are included in tow packages. Sometimes drivetrain and/or suspension changes are also included. I don't know specifically what all it would include for your Jeep.
You probably could tow 4000 pounds safely if you upgraded the hitch with an aftermarket one, installed whatever other basic equipment is needed (like a brake controller if applicable), and possibly made a few other changes. Assuming you have a 2000 pound hitch currently, you certainly can't tow twice that with any adequate safety margin.
