18 USC ยง922 (a)(2)(A) explicitly allows a FFL licensee (i.e. a dealer, gunsmith, etc.) to transfer a firearm back to an out-of-state resident that they received it from, as an exception the prohibition from otherwise transferring a gun to an out-of-state resident. (Incidentally, long guns may be transferred to an out-of-state person if the laws of both states permit that.)
