The ACA was a gift to the insurers. They helped write the law and got to drop plans they felt were 'unprofitable' and are guaranteed a 'profit' from the US taxpayer.
I believe we should have a form of single payer like every other western democracy. Our health care outcomes are not very good compared to them and our costs are at least 25% higher. Here is a good 2009 article from a Canadian doctor comparing our pre-ACA system to theirs:

My linked article said Canada's system needed improvement and that the US should take the best of any country's single payer and improve it for the US.
Here's the part of your article I reference:

Patients in Australia, Japan, Sweden, Switzerland, and France enjoy better outcomes from the health care process than Canadians from their universal access health care systems. And vitally, payers in these countries all face a smaller bill for health care than Canadians."
So the US could take the best parts of these countries SP and adapt it to the US. I am not an expert on the differences in them, but they provide better outcomes than ours at a lower overall cost. Providers will have much lower overhead.
