a dumb but legitimate question

Okay i'm not trying to start a flaming war here but i have probably the worlds dumbest question. What is tail wagging the dog and what does it feel like? I have never had this problem but see it talked about frequently and always wondered what it was and what it felt like. Let the flaming begin. :B

or the trailer starts snaching the rear of the truck side to side. Basically when the trailer tells the truck what to do instead of the truck telling the trailer.

It means the trailer is too much for the truck. An example would be going down a steep grade, where the trailer wants to keep going faster and the truck can't slow down.
