The Patriot Act section 326 requires all federally regulated financial institutions to implement a CIP (Customer Identification Program). This requires the financial institution to verify the identity and residence of all new customers. The intent is to prevent money laundering through straw accounts. The act does include a provision for people who have no physical residence to provide a physical address of a family member or close friend though. Their address is used for CIP verification only, your mailing address can remain as the address of record for the account.
