Any hope for this roof?

I'm working on my 1995 Coachmen 5er and here's what the roof looks like.


Any reason why this won't get clean? I don't expect it to get back to white. My dad said the previous owner coated the whole roof with "cool seal". Is this why it's so dark? I already tried bleach to no avail.
