Don't know why CW would have removed any bolts to repack the bearings, not necessary and it doesn't make sense to do so.
Normally, there are 4 bolts that hold the brake's backing plate onto the axle. No need to remove unless you're replacing the brake assembly. Has nothing to do with the bearings.
The bigger question is why CW did not notice the bolts missing and notify you.
Yeah, a bit of a stretch. :) Grasping at straws doncha know.
