Sounds reasonable to me. I have had numerous unrestrained dogs come after me. If the owners are around they are either surprised or reassure me that the dog will not bite. I tell them it will only bite once. Somehow they then lose confidence in the disposition of their dog. I have had that happen out fishing at night, on trails and even in campgrounds. BTW, I rarely carry a firearm, but I have had to defend myself with a large fishing gaff and an ax and a camera tripod. So far no dead dogs.
