Campgrounds Etiquette

I know this is a dead horse but I found my stick to beat it. Should campgrounds have basic etiquette guidelines printed on their maps and handouts? We have been to some State Parks here in Texas that do. I guess it just bugs me when people come walking through my camp site. I watched a man set a bunch of tents up yesterday. The largest tent was set up behind a camp site that was in use. The people just took over that section of the camp grounds as their own. The park staff stopped by and warned them but they ignored the warning. The poetic justice came this morning with a Texas monsoon shower that showed the need for a rain fly even in clear skies. Welcome to Texas.
