Last week we camped near some folks who thought having 4 of their own dogs and inviting friends and family who each had at least 2 dogs each was a good idea. They also figured the leash rule didn't apply to them because they outnumbered everyone else. I spoke to the campground host. About an hour later, he came by in his golf cart. You could have heard the host from all over the campground as he read these folks the riot act. Among other things, he told them that he would call the sheriff and that the dogs would all be collected and held for suspicion of rabies if one even so much as touched a wet nose to anybody or any other critter or dog in the campground. He said the 6' leash was not a suggestion and that he would have them removed if he saw any of the mutts without one on when outside.
When we left after our trip, I told the host I appreciated his forceful efforts to keep things in control. He told me there may be other camp grounds that allow unleashed pets, pissing on campfires and "who's got the loudest sound system" contests, but not on his watch.
