I don't think generators are the only culprits. I was camped at Grayton Beach state park (FL) about 6 months ago. In the space about 5 down from us there a was trailer with one of those outdoor kitchen/entertainment areas. The TV was on and blaring for 4 days and I never once saw a single person sitting outside watching it. Glad I wasn't parked next to them.
I've heard/seen folks sitting inside with everything all buttoned up and the A/C going watching a movie or TV show with their outdoor speakers blaring all over the usually quiet campground.
Noise and lights are subjective nuisances. Some folks find any to be objectionable and some don't mind camping at a rock concert.
I think a lot depends on your location. When we dry camp/tailgate at Auburn football games the whole place sounds and looks like a county fair for 3 days. We know that going in and are prepared to cope. If you go there looking for a quiet camping experience you will surely be disappointed.
I always comply with regulations and try to use common sense and be considerate of my neighbors. If I need a porch light for some reason I'll turn it on but as soon as I'm done I'll turn it off. Same for noise producing devices. As loud as I have to for as short a time as possible. What irritates me is the light shows, rope lights and laser lights (which project all over the place) and loud radio/TV/generator when the owner has gone for the day and just leaves things on for no reason. I consider that to just be rude.
