A few thoughts:
- Do you have the hitch set up correctly? With a front engine, the truck should have around 60% of the weight on the front axle to begin with (approx 3600#). So you are down by around 1000#, which would be what I would expect if there was no weight distributing hitch (approx 3000# hitch weight 1/3 the wheel base behind the front axle will pull approx 1000# off the front axle). While you might take some weight off the front axle with a weight distributing hitch, that seems like an awful lot (maybe reweigh the truck by itself to make sure my assumptions aren't off)
- If you add a water tank, definetly keep it at or behind the trailer axles.
