Biggest problem is the crazy carry laws and reciprocal rights taking place. Anyone in the USA can apply for a Utah state carry permit that is valid in 31 other states so more Zimmerman's can go around shooting unarmed teenagers or anyone else they don't like. When people have a gun they are inclined to use them.
As for sheriffs, In California they are the bottom rung of the law enforcement ladder and are guys who could not get accepted by the state highway patrol or a city police department where the pay is much better. They are a small step up from a prison guard.
