There is only a couple items that could cause your issues in an RV park. The park could have a sewage lift station or a water system. Each would have to have a capacitor start motor that starting under a heavy load to drag the voltage down.
Park needs to look into problem and get it corrected.
It may not show up during the day because of lighter loads in the RVs. People running electric heaters putting additional loads on their system.
I would be concerned about your voltage dropping low enough to cause damage.
Yes, it maybe a good idea to run off the batteries at night. of course if you are running an electric heater it would require using your LP furnace.
