I agree that the electric winch idea is the way to go. Still you have to use care, so that the cart can not slip, or the ramps move. I guess it would make it a lot easier to use a slight downhill to take some of the steepness out of the ramps too. Dig a small hole into the ground where possible, such as in a campground, about 1" deep, so the end of the ramp is in a pocket.
If you can attach a U-ring or hook on the bottom of the ramp, and then use a tie down strap towards the bumper, in a way that will also reduce the chance of slippage? it might help.
