I'm not sure what laws you have up there in Canada, but this isn't how it works in the US. Moving the trailer is not theft, but most states have laws dealing with tampering with a vehicle. Per the OP the offending trailer is legally parked, but simply blocking his trailer. The police will not tow away a legally parked trailer for that.
