What year Excella? They are older right?

As far as truck goes you want some weight buffer. 5700 ils and all gear and people in tow veicle you want enough suspension,

29 ft is a good size. The 10k has to do with both pulling and suspension per se;

Congrats on the Airstream! When you go to look at TV's, you might want to look at the 3/4 ton bunch. And yes, vans make excellent towers. On the hitch, it depends on how much money you want to spend. I use the most basic one available, EAZ-Lift for a few hundred dollars. You can get a Hensley for a few thousand. Mine is old technology and so are the 2 sway bars I use but it gets me safely and comfortably down the road. Also keep in mind that your next rig will likely be a little longer and a little heavier so you might as well get plenty the first time. If you plan on pulling long, steep grades frequently diesel might be a good choice. If you are mainly doing short weekend trips with moderate grades a gasser will probably do just fine. Whatever you get, just try not to overthink it. You can drive yourself crazy.

The right van can make a fine TV. Hensley is the top-of-the-line. Consider an Equal-i-zer/Fastway (same manufacturer) for a very capable option as well. Pick your hitch once you are certain of loaded weights you are really dealing with.

Can you tell us the exact airstream you are getting?

I would say get a tow veicle with a 10K tow rating.. And you being in PA where is hilly I would suggest a diesal.. But a gasser will be OK if you choose the right one..
