There are actually other reasons manufactures have some production in China. Namely so they can sell in China. Unlike the US (as demonized as it is) is pretty open. You cannot just go into China (at least that used to be the case) and sell your wares. You needed a China partner for your production. But China could give a rats &^% about intellectual property. So you may get your engineering done and tooling all set up and run production in China, but at the same time they are running additional product and funneling it out the back door.
