Sadly they are not the only country where that happens. Several companies here in the US have had batches of product that did not meet specifications, So they ship them overseas where specifications are more.. relaxed.
Example. One well known company (For very good reasons I will not post names) makes, among other things, Baby Formula, They forgot a key nutritive ingredient in a batch or 3 so it did not meet US standards for infant formula and had to be recalled.. They simply shiped it to a 3rd world country where breast feeding was the norm and encouraged mothers to use it there.... Now, I can think of many things I would call such a company, NICE is not on the list.
Is is a fact of life that the biggest criminals in this (or I suspect any other country) do not go around in the dark with a mask and a weapon, They sit in a board room, on the top floor, in a suit and tie and their weapon is a pen.
