As I have stated many times on this site, These figures are derived from the design spec of the product be it tires or the whole truck GVWR. That design spec goes through many iterations of discussion and changes as the design moves through the process. In fact the design point will often be far in excess of what is eventually decided to be the actual "rating". This can be as much as a factor of 2.
In any component or system that carries humans the ACTUAL failure point will be far far above the stated "capability". This is proven through lab and real world testing.
The numbers we all see posted on our vehicles and tires are compromises arrived at between the Design, Engineering, Marketing and Legal departments. In many cases these numbers are more about preserving and protecting the warranty and keeping those costs low and helping to shield the company from lawsuits. They are NOT real world figures. And may have little actual relation to the trucks real capabilities.
But many on here continue to act as if these numbers are Gospel. And they have many dire predictions of what will happen if they are exceeded. Most of the world exceeds them on a daily basis in work trucks of all sizes and types. Most of those trucks live to be quite old and run for years and years.
Keep this in mind as you think about those figures.
