Some 3/4 ton Rams have only slightly more than 2,000 pounds. So yes, some are not quite the beasts we think they might be.
My GMC 1/2 ton with max tow has over 2,000 pounds. So badging can be deceiving.
Wonderful on paper but meaningless in the real world. Three quarter ton diesels are derated on paper but would out tow and haul the pants off your GMC six days a week and twice on Sunday's. OPs buddy would be fine with his combo. If your buying a tow vehicle new to match that trailer sure you get the 350. But since he already has the 250 he's fine unless he enjoys taking it in the shorts at the dealer.
A pretty healthy portion of posters on this site need to learn the reasons for the payload ratings on the various classes of trucks. Then toss in some common sense.
