A new rule did go into effect this past January, but if you check my post prior to yours there are 2 links. One is a link to the NPGA's website explanation their challenge to the changes in the new regulations. The other is the PDF copy of the DOT order acknowledging the challenge and halting enforcement of the new regulations pending further review and allowing 12 year inspections to continue under the previous regulations. - mobeewanExplorer

Right now you are good until 2020 for 12 year recertification. If they reinstate the new regulations as is after the temporary suspension pending review they will need to be inspected next year. - mobeewanExplorer

When it is inspected they will either place a sticker on the cylinder or etch the collars. They used a Dremel to etch the inspection code on the collars of the 3 cylinders I had inspected and made an entry in their inspection log book.
AFAIK the visual inspection can only be performed 2 times. - bobsallyhExplorer IIThe 12 year US recertify doesn't work in Canada, as they do the 10 year deal. Just beware.

First of all, you don't have tanks (normally) on a 5th wheel. Tanks are the permanently attached things on motor homes. What you have on 5th wheel or trailer are CYLINDERS.
Why is that important? Because the inspection requirements are different.

It is currently 12 years for the first recertification. Then every five years for visual inspection or seven years for a pressure test.
There was a permanent change made by DOT that had gone into effect that changed the first recertification inspection be at 10 years and pressure testing was changed from 7 years to every 10 years.
However in March the National Gas Propane Association challenged the change on the basis it was made without any rationale or justification. It was a totally bureaucratic decision without any technical consulting with the propane gas industry.
Since the challenge DOT has suspended the change in the regulations and it has fallen back to the previous 12 year, 5 year and seven year inspections pending further review.
Temporary halt on new regs pending NPGA challenge to the validity of the rulemaking change. The regulation was changed without any rationale or justification provided.
