Likely the cop would not have ticketed you, because you were "standing", not "parking." The two are legally distinct. Standing is having a vehicle sitting at the side of the road with someone there for the purpose of loading or unloading people or cargo. If you look closely, you'll find that some signs say "No Standing or Parking" and others just say "No Parking," and that's the difference. In the case of a fire lane, the assumption is indeed that, in the case of a fire, the driver of the standing vehicle would be able to move it so the firefighters would be unimpeded.
