I agree that it should have been disclosed at check in.
Having said that, I don't think it's fraud or deception (UNLESS they purposely shut off the hot water). It's simply one of those things that can happen at any time to any park.
If you can't or won't "bear the burden of the inconvenience" then you leave. Otherwise, you are just like everyone else in the park - you have an inconvenience for a few days and work around it knowing that the park is doing what they can to fix it.
If you take issue with the clerk's nonchalant attitude, then speak to management about THAT. I suspect that this is the crux of the matter - if the clerk had been more sympathetic with you, you probably would be more willing to forego a discount.
