Wile stuff does happen as you say. There is no excuse for not disclosing this up front and offering some compensation or reduction. Period. Having owned a hotel this kind of story always catches my attention.
The only question is this: They advertise certain amenities for a given price if they cant live up to it is is their responsibility to make it right. There is no such thing as cutting them some slack, this is business. Also and most importantly it is in their own best interests to do so.
