Yes, I think they have left the old information in place. The big changes occur this year. Only one page of the website even mentioned the ACA - and that was a recommendation you call and pay a certain person to help you get coverage.
Commercial websites change the copyright date when they put new information up on the site. Many review all their information at least once a year and update the copyrights at that time.
That tells the users the information is current.
