Cosco excludes fuel cash back at competing stores like Safeway etc. Seems reasonable to me. At the end of the year you get a "Cosco" check which can be cashed or spent only at Cosco. Cosco does often have lower prices so we occasionally buy gasoline there.
But I much prefer to get 5% monthly cash back at any virtually any fuel station. The cash back is subtracted right from the bill.
