Well... Regarding the Speed limit ahead signs.. Likely someone got a ticket or many dismissed saying "There was no warning" so some politician over reacted and now you get warn, warn, warned again.

Some people, mostly men, can not see those bright yellow lines all that well (They appear white) and thus the sign.. In the north (And not all that far north) the yellow lines could be snow covered and slippery. (Have seen that in SOUTH Carolina a mear 3 miles from Georgia and that is way south of the Mason-Dixon line).
The signs are easier to see, plus they are at sight line level for the average driver.
I had a discussion with the prosecutor's office in Dearborn, MI about handicapped parking.. They said they will not prosecute a ticket for handicapped parking violation unless there is a SIGN, since the blue wheel chair symbol and lines on the parking lot may have been snow covered when the vehicle was parked. (This was in the winter)

(Short story: I once stopped for lunch while traveling, Very nice restaurant,, Wife wondered how I knew about it.. Well, Signs.. They had Signs beside the freeway.. BUT not too many signs, Too many signs would have meant the prices were too high to pay for all those signs, too few would have indicated not as nice a place, they had just the right amount to indicate good food but not overly priced).
