I'm not going to bother with reading all the responses, but this statement caught my eye:
"You don't need signs for passing, even if unfamiliar with the roads, just look at the road. The "signage" is painted right on it in the form of designated centerline stripes. Posted signage is just redundant and unnecessary."
I don't know about Ontario (never been there, have no desire to go), but here in Montana, in the winter, that "painted signage" on the road surface is usually buried under and inch or more of ice and packed snow. the roadside signs are ABSOLUTELY NECESSARY at that time, since a majority of drivers can not be relied on to use either logic or common sense.
In some areas here, they still have the old "SPEED ZONE AHEAD" signs left over from when the open highway had no speed limit. Those types of signs are mandated because drivers can not be relied on to think, either.
ALL road side driver information signs are there because some fool thought he could beat the road, and somebody sued because there was no warning to not try it. If you want to blame somebody for the plethora of signs, blame the ambulance-chasing lawyer first.
