I do understand the OP's original intent was to bring out the redundancy of signage, I'm a little surprised that no one has brought out the point (although the result has been mentioned) that WASTE is another name for GOVERNMENT! They all do it, just some with more finesse. To this, add the tendency of all bureaucracies to grow and feed upon themselves to the total disregard of reason.
