There are a lot more distracted drivers these days, texting , on the phone, eating, etc. More people spend less time then ever before in history paying attention to actually operating a vehicle. So more signs won't hurt, at least the municipalities are covering there behinds when someone kills somebody or is speeding or making bad choices. They can't try to weasel their way out of a ticket by claiming they didn't know better.
On the other hand there are increasingly more people on the road with anger issues and those who have a complete disregard for any rules or signs for that matter.
It's just a sign of the times :)
