A person's perception of signage, is directly related to their need for the signage. For example, if a person is looking for a restaurant (especially if it's a particular restaurant) they either appreciate seeing a sign for one, or will be frustrated by there not being one. Similarly, if a person loses control of their vehicle on a curvy road, it wouldn't be surprising to hear them complain about the lack of warning signs.
Probably every person on this forum can share a story about their struggles in finding certain campgrounds due to the lack of, or poorly placed, signs.
In college, we were reviewing various lawsuits. One involved two beer-filled buddies, that came up with a grand idea of using their lawn mower to trim some bushes. Even their intoxicated brains had a huge awakening, once their fingers got cut off by picking up a running lawnmower. They sued the manufacturer, because the mower didn't have a sign saying to NOT use it as a hedger cutter. By the way, they won the lawsuit.
