I agree insurance is there to protect the property owner.
However I believe the OP's gripe is: Is there negligence on the CG part or is the negligence on the camper's part?
Finding fault with the CG (giving a poor review) because the camper fell do to their own negligence/instability and no fault of the CG.
It's easy to point blame and attempt to find fault with the CG....they have an insurance policy.
Unfortunately too often we encourage people to test the limits/boundaries of insurance policies in hopes of hitting the jackpot. Even more disappointing is the fact that some feel this testing is acceptable behavior.
I agree with everything you said here.
For clarity, I went back re-read the original review that ignited this conversation. Some things that I observed that are pertinent to this thread:
1. The reviewer never complained about the slippery leaves on the hill
2. The reviewer never blamed any part of the incident on the CG
3. The reviewer never implied that they were seeking compensation for any part of the situation.
4. The reviewer primarily and directly expressed their dissatisfaction with the CG's response and handling of the incident (most of which can be subjective and deemed petty).
5. The reviewer suggested that the CG should have been more concerned and helpful (again, subjective and petty).
The OP's very first line after describing the incident was: "The reviewer gave no reason why they felt they had to be climbing on the hill, but they apparently felt it was the park's fault that either the hill was there or that their trees drop leaves"
None of that statement is relevant to the actual review. The reviewer did not state that the CG should have protected them from hills and leaves, nor was there any indication that hill was off-limits.
To repeat yet again, I'm not condoning the reviewer's rating of the campground or the tone of their review. But you don't look at someone at say "take responsibility" when your first and immediate response is "I'm not responsible". Somewhat hypocritical.
