Is California and Florida the only states that depend on Ag? I do not know if the inspectors are considered LEO, but I know a large percentage of LEOs assume others are lairs, even as the are telling lies.
One thing that worries me is in a age when congress critters can stand up, when discussing Government reading Emails or listening to phone calls and say "If you are doing nothing wrong, what do you have to hide?" and not have a close encounter with tar and feathers. If the law makers can express that attitude, then the fact a citizen tells a LEO "No" would be all the probable cause a judge needs.
BTW, I would think anybody that wanted to attack a state's crops, fruit in vehicle would be a very inefficient way to do it. The only reason for the border checks would be education or reminder to prevent accidental transport. No need for either side to get hostile, but when some people get some power they feel the need to show it.
