Alright, I'm not going through all 9 pages to see if this was already stated. You said she singled you out due to your New York plates and this is an Agricultural inspection. What invasive species are currently running through NY? I know in PA we are currently have the Spotted Lantern Fly slowly moving across the state. From the east to the west so I would imagine eastern NY is already invaded by them.
I'm sure every Agricultural Department in every state gets weekly, if not daily, updates on which states are currently dealing with invasive bugs.
So while you do have the right to be offended by a request for access to the interior of your vehicle, she likely had a "valid reason" for wanting to have a look around. Realize these people are just trying to do their job. Protecting the produce that feeds your fellow Americans.
Probably could have been handled better on both sides of the drivers door.
