CCRs are disclosed to buyers prior to closing but yes, I think some of the rules go way overboard. I had an employee whose HOA dictated the size, shape and color of the garbage cans. one community, not an HOA, in the Chicago suburbs used to (and may still) prohibit the parking of ANY vehicle in a driveway overnight...every vehicle had to be in an enclosed garage. this was a very affluent suburb.
