I agree, but I wonder in this case if it's more about the rule being vague (and the HOA not liking the homeowner) than it is about the homeowner flat-out violating the rule.
It is possible but the article may be a vague as the rule. They claim the rule is "only automobiles and passenger vehicles are allowed to be parked in the driveways in front of the homes". So that is certainly possible but the facts in this dispute are severely lacking.
