Payload, it all counts, yes.
But I don't think passengers in the cab, for instance, count as tongue weight. Pretty sure only weight behind the axle counts as TW.
What I'm not sure of, is whether that weight needs to be included in determining the right spring rate for the WDH bars.
I'm headed out of town and off the grid after lunch tomorrow (backpacking trip). Need to get my hitch ordered before I leave, so I have to make up my mind by sometime late tomorrow morning. Right now, I think I'm leaning towards the 1K bars though.
