My advice is to find the percentage of actual weight your loaded tongue weight is then apply that same percentage to the GVWR of your trailer. Using this system no matter HOW you load the trailer in the future, you will be able to handle the tongue weight. Size your spring bars this computed tongue weight without being UNDER that weight.
