Are you getting pressurized water coming out the pressure vent valve on the outside of the water heater? This would indicate that you are getting pressure into the tank, and that the "out" line is plugged or a valve is shut.
When testing, make sure the water heater isn't on, to avoid getting burned. - bob213ExplorerMight be the check valve on the hot side of the water heater.
