For me, it is about stating the rules and then enforcing them. We live in Mexico and belong to a rustic resort out in the country (swimming, tennis, nightly bonfire with singing and jokes, etc.). Mexicans are really getting into camping and we spent Spring Break at the resort with the rv and another rving couple. The week started out great, no one was there but us, very quiet.
Then came Wednesday (night before Holy Thursday) and they came in droves, selecting their covered picnic area, setting up tents and so on. Come dusk and all hell broke loose. ATVs driving around, loud music competing with other loud music, drinking, teenagers dancing, and I thought it was a nightmare.
Come 10 p.m., it was as if someone pulled the plug. A few campfires where the kids gathered, quiet talking, some harmless consumption of alcohol and it went on like that for the next four days. We couldn't believe it. One small group of four teens refused to follow the rules. Police were called and they were taken to the local jail until their parents showed up.
In short, hand out the rules, make them clear, and then enforce them without any exception.
