Yeah but centered is normal. The weight of the tongue is generally enough to tip the balance in favor of the front of the trailer.

As you can see, these axles are not centered. If yours are centered it must be a one of or some weird duck? I would dump the thing if it is centered.

Centered is not normal wher I com from, ther is a formula but not shure wher to look op, had the same issue many years ago and shifted axle back and all fine.

First question - Is it level after hitching up ?

I would load it with the ATVs first and see how it tows. Adjust from there. Do you intend to carry a portable fuel tank ? Toolbox ? Air compressor or genny ? Add sandbags of an equivalent weight to see if you will really have a problem when towing 'heavy'.

Will you mount a propane tank and a battery on the front ? That will help.
