Both conductors are dual function. The video signal needs 2 conductors just like the 12 volts. Your monitor may not be passing 12 volts to the camera or there could be a break in the wires. Remove the two wires from the back of the monitor and check for 12 volt out put from the monitor. One will be positive and one will be negative.
